Die Einteilung erfolgte nach städtebaulichen, städteplanerischen, siedlungsstrukturellen, statistischen und administrativen Gesichtspunkten. Die Grenzziehung wurde unter Nutzung eindeutiger, langfristig beständiger und in der Realwelt erkennbarer Objekte, z. B. Straßen, Bahnlinien, Wasserläufe bzw. sonstige markante natürliche oder bauliche Grenzen vollzogen.
