In der Regel werden Bebauungspläne immer nur für Teilgebiete (sogenannte Geltungsbereiche) erstellt. Ob und wann ein Bebauungsplan aufgestellt wird, liegt im Ermessen der Gemeinde. Laut Baugesetzbuch sollen Bebauungspläne aufgestellt werden, "sobald und soweit es für die städtebauliche Entwicklung und Ordnung erforderlich ist." (§1 Abs. 3 BauGB).
