Ziel der Erarbeitung des Organisations- und Funktionsmodells ist es, klare und verständliche Regelungen in Bezug auf Strukturen, Abläufe und Aufgabenwahrnehmung herauszuarbeiten. Festlegungen sollen dabei auf ein Maß beschränkt werden, das die Akteure beim Prozess ihrer Umsetzung nicht überfordert und eine Überprüfung des Umsetzungsfortschritts zulässt.
