„Aufgabe des vorliegenden Gutachtens ist es, Empfehlungen für eine Ausrichtung der Maßnahmen zur Zielerreichung im Sinne der WRRL in den niedersächsischen Küsten- und Übergangsgewässern bis 2015 zu erarbeiten. Das Gutachten soll damit die fachlichen Grundlagen für die Aufstellung der entsprechenden Maßnahmenprogramme verbreitern. […]“
