  • This assessment report, referred to as the HOLAS report, is the fi rst attempt to conduct a Holistic Assessment of the ecosystem health of the Baltic Sea. It is a product of the Helsinki Commission (HELCOM), the intergovernmental body composed of the Baltic Sea coastal states and the EU, to implement the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1992 (the Helsinki Convention). The assessment serves two key purposes. Firstly, it presents an integrated assessment of the ecosystem health of the Baltic Sea as well as thematic assessments of ‘eutrophication status’, ‘biodiversity status’ and ‘hazardous substances status’. Secondly, it sets a baseline for evaluating the effectiveness of the implementation of the measures of the HELCOM Baltic Sea Action Plan that was adopted in 2007. Furthermore, the Initial Holistic Assessment is also a regional contribution to the initial assessment according to the Marine Strategy Framework Directive (MSFD) for those HELCOM Contracting Parties that are also EU Member States. This assessment also covers a number of aspects of Good Environmental Status, as described by the qualitative descriptors of Annex III of the MSFD, including eutrophication, contamination by hazardous substances and biodiversity aspects. It will facilitate the work of the EU Member States of HELCOM in implementing the requirements of the Directive that are related to those descriptors, especially the development of the initial assessment, targets and associated indicators for Good Environmental Status that are due in June 2012. Moreover, it provides input to the overall requirement of the Directive for coordination and cooperation among the countries within a marine region.   • Die nachfolgenden, im Rahmen der Meeresschutzübereinkommen für den Nordost-Atlantik (OSPAR) und für die Ostsee (HELCOM) erstellten Berichte sind Hintergrundberichte und als solche nicht Teil der deutschen Berichterstattung zu Art. 8, 9 und 10 MSRL. Sie stellen in Hinblick auf Art. 5 und 6 MSRL das Vorgehen bei der zugrundeliegenden regionalen Koordinierung dar. Sie dienen ausschließlich zur Erläuterung und als Lese- und Verständnishilfe für die Berichterstattung zu Art. 6 MSRL.

Es dient der ausführlichen Beschreibung der einzelnen Merkmale und Belastungen der deutschen Nordsee und liefert weitere Details zu den einzelnen Bewertungen des aktuellen Zustands der Nordsee (Ist-Zustand), die in der Anfangsbewertung berücksichtigt wurden. Mit Informationen zu bestehenden nationalen Überwachungsprogrammen der Meeresumwelt (Monitoringprogrammen), Bewertungsmethoden und Bewertungsergebnissen ist dieses Hintergrunddokument als Lese- und Interpretationshilfe der Anfangsbewertung zu verstehen.

  • Human activities at sea and on land as well as the emerging threats of climate change put considerable pressures on marine ecosystems. The QSR 2010 is a milestone for evaluating the quality status of the North-East Atlantic and for taking forward OSPAR’s vision of a clean, healthy and biologically diverse sea. Ten years of joint monitoring and assessment by OSPAR Contracting Parties of the marine environment provides the scientific basis for this holistic report, which has been prepared based on the expertise of the many experts from OSPAR Governments and stakeholders who provided input to OSPAR Working Groups and Committees. A peer review by a group of international scientists coordinated by the International Council for the Exploration of the Sea, and an e-consultation have both helped to critically review the gathered evidence and the conclusions drawn. This electronic publication presents the QSR 2010 summary report together with its suite of supporting thematic assessments to take stock of achievements in the period 1998–2008, to identify priorities for action, and to provide a baseline for future assessments of the quality status of the North-East Atlantic.
